West Street Residential Tower was conceived as a 60-story Residential Tower over the Existing Brooklyn Battery Tunnel entrance and parking garage to help create the proper Street Wall along this important Boulevard. From the proposed World Trade Center Site, the West Street is on axis with the Statue of Liberty.
This new Residential Tower along West Street would form the proper street wall, and at the same time, a 60 story Residential Tower will rise from this Base.
The existing parking garage will have single loaded residences facing West Street and add street life and activity to this important street wall, while the Residential Tower will rise out of this base.
All of the Tunnel traffic would flow continuously during the Construction Process and the parking garage will still have the same number of parking spaces.
At the first stage of development the design principle has been to start tying the Lower Manhattan Streets back together. While, in the long range plan, future Residential Towers would cover the Tunnel Roadway along with new Parks and new alignment of the roadways.
